You may declare in any place, and must have two witnesses present of sound mind and age, this can be any member of your friends or family who bear witness to your declaration, however in order to enter mecca one must have a certification of shahada and this can be obtained by declaring shahada with an organisation such as beginnings.org.uk/shahadah/
